Neuvo Amanecer, Phase I and II Rehab

A renovation for a more sustainable community

Nuevo Amanecer, developed by FHDC and CASA of Oregon, consists of two phases, completed in 1994 and 1998. This 90-unit development was the first farmworker housing project to use tax credit funding, and overcame acute discrimination, both politically and by the surrounding community, to come to fruition. In the meantime Nuevo Amanecer has proven to be a great success—largely due to active and involved resident services and property management programs—and serves as a model in the Northwest for other farmworker communities.

Although Nuevo Amanecer is thriving as a community, and its residents are exceeding expectations in terms of economic stability and education, this project was not built to adequate standards of construction. Due to original construction and design defects, both phases now need significant capital improvements to continue providing quality housing. In order to mitigate an increasing health risk to the residents and rising repair costs, FHDC has prioritized the rehabilitation of this property before moving forward with other new construction projects.

Jessy is coordinating the sustainability efforts for the projects, and is currently working on securing a Green Communities grant in order to fund a more efficient rehab. Important green aspects of the project include an improved enclosure system, efficient site irrigation, and grading improvements to ensure that Nuevo Amanecer can continue to operate for years to come. As a new member of the development team, she is using this project to gain experience in the arena of low-income housing preservation and rehab, and is excited to be a part of the transformation of such an historically significant project.
